The INMARSAT-C satellite communications system has a capability known as
Enhanced Group Call (EGC), which enables information providers to send messages
for selective reception by EGC receivers located anywhere in the four ocean regions.
The information provider determines which receivers are to receive the message by in-
cluding identifying information such as the NAVAREA, METAREA or geographical
area for which the MSI is intended, along with the message: individual EGC receivers
can be programmed to use this information to select only. the required messages,and
to reject all others. Based on this selective capability the EGC system support two
services: The EGC SafetyNET service which allows the EGC receiver operator to
program the receiver with the geographical areas which MSI will be received, and the
categories of MSI messages required. The EGC FleetNET service, a commercial
service, where individual EGC receivers are programmed to store an EGC identifica-
tion(ENID) code, which is ased to select only messages intended for ships belonging
to group, such as fleet or national flag, or subscribers to an information service.

INMARSAT-C SafetyNET
Introduction
The INMARSAT-C maritime mobile satellite system has an inherent capability,
known as Enhanced Group call (EGC), which allows broadcast messages to be made
to selected groups of ship stations located anywherewithin a satellite's coverage. Four
geo-stationary satellites provide worldwide coverage for these types of broadcasts.
Two types of EGC services are available: SafetyNET and FleetNET. FleeLNET is a
commercial messaging services offered by INMARSAT, and is not recognized by the
Global Maritime Distress &Safety System, or GMDSS SafetyNET, along with NAV-
TEX, is recognized by the GMDSS as the primary means for disseminating maritime
safety information. Ships regulated by the Safety of Life at Sea Convention traveling
outside areas covered by NAVTEX must carry an INMARSAT-C SafetyNET receiver
by 1 February 1999

The GMDSS makes great use of the satellite communications provided by IN-
MARSAT but also uses terrestrial radio. The equipment required by ships varies ac-
cording to the sea area in which they operateship traveling to the high seas must
carry more communications equipment than those which remain within reach of speci-
fied shore-based radio faciliies. In addition to distress communications, the GMDSS
also provides for the, dissemination of general maritime safety information (such as
navigational and meteorolog cal wamings and urgent information to ships). GMDSS
was introduced to provide a comprehensive communication system available for use
for distress and Search and Rescue (SAR) operations. GMDSS is an enhanced Search
and Rescue (SAR)system using automation and advanced satellite and MF/HF/VHF
adio communication technology: The system is combination of: Satellite communi-
cations; MF/HF/VHF Radiotelephony; Radiotelex Narrow-Band Direct-Printing
Telegraphy); Search And Rescue Radar Transponders (SARTs); Satellite EPIRBs;
Data transmission; Digital Selective Calling (DSC); Two-way VHF radiotelephone;
and NAVTEX receiver.

The maritime satellite system has three components: the space segment
provided by INMARSAT, the Land Earth Stations (LESs) provided by INMARSAT
Land Earth Station Operators LESOs) and Mobile Earth Stations (MES).
The INMARSAT system provides ships at sea with the same types and quality of
modern communications as are available ashore. The capability for direct-dial, auto-
matic connection without delay using high-quality multi-mode cominunications is pro-
vided by MESs. Teleprinters, Visual Display Units (VDUs)and telephone sets, as
well as facsimile machines and data equipment, can serve as peripheral equipment to
MESs.
The nerve center of the system is the Network Operation Center(NOC)located
at INMARSAT's headquarters in the United Kingdom.

The INMARSAT system provides priority access to satellite communication chan-
nels in emergency situations. Each MES is capable of initiating a request message with
distress priority. Any request message with a distress priority indication is
automatically recognized at the LES and a satellite channel is instantly assigned. If all
satellite channels happen to be busy, one of them will be pre-emptied and allocated to
the MES which initiated the distress priority call. The processing of such calls is com-
pletely automatic and does not involve any human intervention The LES personnel,
however, are notified of the reception and passing through of a distress priority mes-
sage by audio/visual alarms.
